Steam Workshop Mod Upload Tool for TCM

This is a tool for uploading content to Steam Workshop to modify Tri City Monsters- I'm not the original creator of them but I did add the TCM App ID and example tags to the configs for ease of use.  Please check out the tools github for more information on how to use them.
